MEB Awarded Fuel Tank Replacement Contract at Craney Island Terminal, Portsmouth, VA

Chesapeake, VA. MEB General Contractors has won a $36.4 million firm-fixed-price contract for replacement of fuel storage tanks at Craney Island Fuel Terminal in Portsmouth, Virginia.  The contract was awarded by the Naval Facilities Engineering Command, Mid-Atlantic, headquartered in Norfolk.  MEB was selected by the Navy on the basis of a competitive “Best Value” process, which includes evaluation of both price and qualifications.  Craney Island is the U.S. Navy’s largest fuel facility with more than 1000 acres of above and below ground fuel storage tanks.

MEB will demolish 19 aged bulk storage tanks and replace them with 6 new tanks, including four 100,000-barrel tanks for jet fuel, and two tanks (one 40,000-barrel and one 30,000-barrel) for fuel-oil-reclaimed (FOR) products.  The new tanks will be above ground, pile supported, cylinder tanks, with welded steel wall construction, fixed roofs and sloped bottoms.  The scope of work involves intricate construction phasing and coordination, handling and disposal of petroleum contaminated soils, new tank foundations, secondary containment, access paving, utility services and connections, cathodic protection systems, security features, pumping stations and elaborate interconnective piping. All work will be completed under the Navy’s extensive and stringent construction quality control procedures and detailed installation inspections and testing.
